Authorizes maintenance of a dike on Olalla Slough, which was recommended by the War Department, "provided a suitable gate is inserted therein, to be opened and closed at certain stages of the tide for the passage of boats.""Olalla Slough is a tidal stream emptying into Yaquina River, the tidal influence extending about 2 miles up the slough from its mouth, for which distance it is navigable at half tide for small boats and scows . . . The stream is used to a limited extent by settlers to transport their farm products to market and to float logs to the sawmills on Yaquina River."
